METAC’s resources are available for diagnostic work to identify and design measures needed to strengthen specific aspects of economic and financial governance; preparing detailed implementation plans based on the diagnostic work conducted by TA departments at IMF Headquarters; reviewing proposals or assessments by governments and other donors for consistency with internationally agreed standards, and coordinating activities with other TA providers; providing policy and technical advice either by the Center’s own advisers or by consultants hired by METAC; and organizing training courses, seminars, workshops and dissemination of best practices.

Banking Supervision

METAC has developed a training program for supervising Islamic and conventional banks aimed at strengthening observance of Basel Core Principles for Effective Banking Supervision. METAC assisted the Bank of Sudan with upgrading the credit registry.

Public Financial Management

The IMF is working with the Sudanese authorities to determine a broader strategy for public financial management reform. METAC is supporting the implementation of the IMF headquarters recommendations. METAC has an on-going project with budget classification based on the GFSM 2001 and cash management and TSA. METAC participated in an FAD mission early 2009 which assessed the PFM system and prepared a three-year TA strategy mostly focused on budget classification and fiscal reporting, TSA and cash management, and institutional reform at the Ministry of Finance and National Economy. METAC has started the implementation of this TA program.

Revenue Administration

METAC has provided advice on large and medium-size taxpayer operations and information technology issues, as follow-up on the tax administration reforms recommended by the IMF. Further strategic advice from IMF headquarters is planned to update the tax administration modernization program, especially to assist with the resumption of revenue administration operations in the South. METAC will provide TA on the implementation of the reforms, namely related to improvements of LTO and MTO operations and restructuring the taxation chamber.

Multisector Statistics

METAC is assisting the Bank of Sudan in improving the basis for compiling balance of payments statistics and the international investment position statistics, including technical support for conducting a foreign direct investment survey. METAC also assesses data consistency between the IIP and external debt statistics. In the area of real sector statistics, METAC is providing assistance in national accounts and has recently finalized assistance in prices statistics with the successful launch of an updated consumer price index.

Central Bank Accounting (Ceased in October 2009)

METAC evaluated the existing Accounting and Auditing functions in the Central Bank of Sudan and the Bank of Southern Sudan. METAC provided assistance for the development of the revised Chart of Accounts, Accounting Policies and an Accounting Manual based on IFRS and Accounting and Auditing Organization for Islamic Financial Institutions (AAOIFI), and the Internal Audit Department’s Audit Charter.
