METAC’s resources are available for diagnostic work to identify and design measures needed to strengthen specific aspects of economic and financial governance; preparing detailed implementation plans based on the diagnostic work conducted by TA departments at IMF Headquarters; reviewing proposals or assessments by governments and other donors for consistency with internationally agreed standards, and coordinating activities with other TA providers; providing policy and technical advice either by the Center’s own advisers or by consultants hired by METAC; and organizing training courses, seminars, workshops and dissemination of best practices.

Banking Supervision

METACs’ assistance in the area of banking supervision to the Palestine Monetary Authority (PMA) is part of comprehensive IMF support to restructure the PMA. METAC has developed a credit registry system that is currently operating in line with international best practices and is considered one of the best credit registries in the region.

Public Financial Management

METAC is supporting West Bank and Gaza with the reform of the PFM system. An action plan was drawn by FAD, following two missions in 2008 and 2009. METAC has been particularly involved in the areas of budget preparation, budget classification, cash management, TSA, and budget execution.

Revenue Administration

METAC participated in the IMF headquarters customs administration mission that identified reforms in the context of Israel’s disengagement from Gaza. Further technical assistance is planned by the IMF in this area.

Multisector Statistics

METAC provides assistance in national accounts to the Palestinian Central Bureau of Statistics (PCBS). METAC is currently providing assistance to the PCBS and the Palestinian Monetary Authority (PMA) in the area of the balance of payments statistics and assistance in the initiation of the compilation of international investment position produced jointly by the PMA and PCBS.

Central Bank Accounting (Ceased in October 2009)

METAC conducted evaluation visits to the Palestinian Monetary Authority and provided a short-term consultant to develop the Budgetary systems and IFRS based accounting policy.
